Iranian Researchers Study Evaluation Indicators of Scientific Authority
Kiarash Fartash (a member of Shahid Beheshti University's Faculty of Technology Management) in collaboration with Amir Hadi Azizi (a Science and Technology Policy Researcher) in an article titled ‘presenting the framework of monitoring indicators and evaluating scientific authority in the field of humanities (with an emphasis on educational authority, scientific and promotional publications) deals with the issue that in addition to the importance of policy making in the field of science, technology and innovation of countries as an essential element of empowerment and support for technological development and excellence, wealth creation and maintaining and promoting their competitiveness in international arenas, assessing the existing situation in the framework of policies, the micro and macro goals and the performance of its components and actors will be of great importance.
The research underlines that today the importance of evaluating science, technology and innovation in the national and international arena based on standardized indicators is undeniable. But what is considered important in the system of science, technology and innovation is the use of appropriate evaluation frameworks, and therefore, it enables the correct selection and use of the country's position and situation, and the goals and prospects of the country's scientific and technological system.
The authors of the research believe that scientific authority is one of the concepts that is widely and frequently used in the upstream documents and macro policy of science, technology and innovation of the country. But usually, suitable evaluation indicators of its measurement have not been presented clearly.
They added that these indicators range from internal and international communication in scientific networks, to the amount of references and scientific publications, from the effectiveness rate of research in solving the country's current problems, to promoting the spirit of criticism, and they have never been explained fully, systematically and transparently.
The research suggests that monitoring and evaluation system of Iran’s science and technology and then the criteria presented in its executive regulations can be considered as one of the first attempts at the macro level of the country to draw systematic conclusions from the framework of scientific reference indicators in the country, which is an attempt to cover the limited studies in the field of humanities.
At the end of their article, the researchers stressed the importance that the coordination between the actors of data production related to science, technology and innovation in general and scientific authority in particular is one of the requirements for the realization of a coherent system of monitoring and evaluating scientific authority in the field of human sciences.
