بیانیه دانشگاهیان علوم پزشکی در پاسداشت حریم مراکز درمانی و پژوهشی

بسمه تعالی
ما، اعضای جامعه دانشگاهی و کادر نظام سلامت، امروز گرد هم آمدهایم تا بر یک اصل بنیادین و غیرقابل انکار تأکید کنیم:
حفظ جان انسانها و صیانت از مراکز درمانی، دارویی، آموزشی و تحقیقاتی، حقی جهانی و مقدس است که نقض آن، در هیچ شرایطی قابل توجیه نخواهد بود.
تجربه زیسته ما در عرصه سلامت، به روشنی نشان میدهد که دانشگاهها و نهادهای آموزشی، بیمارستانها، پایگاههای امداد و نجات، تیمهای بهداشتی-درمانی، شبکههای دارویی و دانشمندان علوم پزشکی، باید در چارچوب حقوق بینالملل و قوانین بشردوستانه، بهعنوان ** «حوزههای بیطرف و مصون انسانی» ** شناخته شده و از هرگونه تعرض نظامی و امنیتی مصون بمانند.
هرگونه آسیب به بیماران، مجروحان، امدادگران، پزشکان، پرستاران و پژوهشگران و نیز تخریب زیرساختهای بهداشتی و پژوهشی، نهتنها نقض آشکار موازین اخلاقی و انسانی است، بلکه تهدیدی مستقیم علیه **امنیت سلامت جهانی** و آینده علم، فناوریهای پزشکی و دسترسی عادلانه به درمان محسوب میشود.
ما دانشگاهیان حوزه علوم پزشکی، فارغ از هرگونه مرز جغرافیایی، سیاسی و ایدئولوژیک، بر اصول زیر پافشاری میکنیم:
۱. کرامت و حیات هر انسان، مطلقاً ارزشمند و حمایتشدنی است.
۲. بیمار، مجروح، کودک، مادر، سالخورده و هر فرد نیازمند مراقبت سلامت، هرگز نباید قربانی شرایط بیرون از اراده خود شود.
۳. پژوهشگران، پزشکان و تمامی کادر سلامت باید در امنیت کامل، به رسالت انسانی خود برای نجات جان انسانها ادامه دهند.
۴. هیچ بهانهای اعم از منازعات مسلحانه یا وضعیتهای اضطراری، نباید مانع دسترسی مردم به خدمات ضروری درمانی، دارویی و توانبخشی گردد.
امروز این پیام را با صدایی رسا و قاطع اعلام میداریم:
ما از همه نهادهای جهانی، بهویژه سازمان ملل متحد، سازمان جهانی بهداشت و نهادهای حقوق بشردوستانه، انتظار داریم که حفاظت کامل از مراکز آموزشی، درمانی، دارویی و پژوهشی را بهعنوان مصادیق بارز «تأسیسات ضروری برای بقای جمعی» تضمین کرده و در برابر هرگونه تعرض یا آسیب به زیرساختهای سلامت، واکنشی سریع، شفاف و مسئولانه نشان دهند.
در پایان، ما بهعنوان اعضای خانواده بزرگ علوم پزشکی و نظام سلامت، بار دیگر تعهد راسخ خود را نسبت به اصول حرفهای، اخلاق پزشکی، حفظ کرامت انسانی و تلاش بیوقفه برای ارتقای سلامت و زندگی بهتر برای همه انسانها تکرار میکنیم.

In Defense of the Sanctity of Human Life and the Inviolability of Medical and Research Facilities*
In the Name of God
We, the members of the academic community and healthcare personnel, have gathered today to affirm a fundamental and undeniable principle:
The protection of human life and the safeguarding of medical, pharmaceutical, educational, and research facilities are universal and sacred rights, the violation of which can not be justified under any circumstances.
Our lived experience in the field of health clearly demonstrates that universities and educational institutions, hospitals, emergency relief centers, healthcare teams, pharmaceutical networks, and medical scientists must, within the framework of international law and humanitarian rules, be recognized as **"neutral and immune humanitarian zones"** and remain protected from any military or security aggression.
Any harm inflicted upon patients, the wounded, relief workers, physicians, nurses, and researchers, as well as the destruction of health and research infrastructures, is not only a flagrant violation of ethical and humanitarian standards, but also a direct threat to **global health security** and to the future of science, medical technologies, and equitable access to treatment.
We, academics in the field of medical sciences, irrespective of any geographical, political, or ideological boundaries, insist on the following principles:
۱. The dignity and life of every human being are absolutely precious and must be protected.
۲. No patient, wounded person, child, mother, elderly person, or any individual in need of health care should ever become a victim of circumstances beyond their control.
۳. Researchers, physicians, and all health workers must be able to continue their humanitarian mission of saving lives in complete safety.
۴. No excuse – whether armed conflict or emergency situations – should hinder people's access to essential medical, pharmaceutical, and rehabilitation services.
Today, we declare this message with a loud and resolute voice:
We expect all global institutions, particularly the United Nations, the World Health Organization, and humanitarian law bodies, to guarantee full protection of educational, medical, pharmaceutical, and research facilities as clear examples of "facilities essential for collective survival," and to respond swiftly, transparently, and responsibly to any aggression or damage to health infrastructures.
In conclusion, as members of the great family of medical sciences and the health system, we reaffirm our unwavering commitment to professional principles, medical ethics, human dignity, and the relentless effort to improve health and achieve a better life for all human beings.
